On organizational measures aimed at the digital transformation and increased efficiency of public administration
Decree of the President of the Republic of Uzbekistan
In order to approve the stages of public service delivery, prevent imposing excessive obligations on individuals and legal entities, establish full digital communication between government agencies, the public and business, and increase the effectiveness of reforms in this area, I decree:
1. From 1 January 2026, launch the program «Overcoming Bureaucracy – 2030» aimed at the digital transformation and increased efficiency of public administration (hereinafter – the Program), and define the following as its main objectives:
- (a) improving citizens’ quality of life through fast and convenient use of public services;
- (b) encouraging entrepreneurship and increasing the country’s attractiveness for foreign investment;
- (c) shaping a positive image of the country in digital governance and public administration;
- (d) reducing the risk of abuse by eliminating excessive procedures and increasing process transparency.
2. To coordinate implementation of the Program, establish a project office under the Agency for Strategic Development and Reforms (hereinafter – the Agency) and define the following as its main tasks:
- (a) establishing cooperation with foreign states and international organizations on successful implementation of the Program;
- (b) developing and submitting a roadmap of measures to the Coordinating Council for Strategic Planning and Development under the President of the Republic of Uzbekistan;
- (c) annually assessing, publishing and reporting to the President on the effectiveness of work to overcome bureaucracy in public administration and on incentives for agencies and initiators.
3. Establish that proposals on overcoming bureaucracy shall be developed and reviewed, and the effectiveness of work carried out in this area shall be assessed through the «Zero Bureaucracy» digital platform, of which the Agency is the operator and owner.
4. Note that heads of government agencies are personally responsible for timely and effective implementation of Program measures and achieving concrete results.
5. The Agency shall, within one month:
- (a) take the organizational measures necessary to launch the project office;
- (b) submit to the Presidential Administration a draft regulation on the national «Overcoming Bureaucracy» award competition;
- (c) together with the Ministry of Digital Technologies, ensure launch and regular updating of the «Zero Bureaucracy» digital platform.
6. Entrust Adviser to the President of the Republic of Uzbekistan S.U. Umurzakov with discussing implementation of the decree and coordinating and monitoring the activities of responsible organizations.
